The Integrated Training Service (ITS)

 

In line with the DPKO – DFS Policy on Training for all United Nations Peacekeeping Personnel approved in May 2010, the Integrated Training Service (ITS) is responsible for the direction and coordination of peacekeeping training . The Service addresses priority areas of pre-deployment training aimed at enhancing peacekeepers' capabilities to implement their mandates. ITS also focuses on cross-cutting training needs for DPKO/DFS and facilitates specific substantive or technical training carried out by offices in DPKO/DFS and in the field. The Strategic Peacekeeping Training Needs Assessment Report released on 23 October 2008 identified cross-cutting training needs for DPKO/DFS and the field. A new global peacekeeping training needs assessment is planned for 2012 which will help determine the future priorities and direction of peacekeeping training.

 

On 1 May 2008, the Expanded Management Team (ESMT) approved the peacekeeping training strategy, which sets out the direction of peacekeeping training for the next three years. In order to implement the strategy, ITS supports DPKO, DFS, UN peacekeeping operations and Member States in the training of civilian, military and police personnel by:

 

  1. Developing training standards, policies, guidance and best practice for specialist trainers in Member States, as well as in Integrated Mission Training Centres (IMTCs) in peacekeeping operations, DPKO and DFS;
  2. Developing and delivering pre-deployment and ongoing training to meet priority needs across major areas of peacekeeping; and
  3. Overseeing the DPKO/DFS training budget and providing budget guidance to IMTCs.

 

Core Responsibilities

 

ITS develops and update peacekeeping training standards and guidance. This includes developing the overall policy on peacekeeping training, ensuring that standardized training materials such as the Core Pre-Deployment Training Materials (CPTMS) and Specialized Training Modules (STMs) remain relevant and up-to-date. We also coordinate knowledge- and information management relating to training for the benefit of DPKO-led missions, DPKO/DFS at Headquarters and Member States.

 

ITS works with DPKO's Office of Military Affairs, Police Division, and other relevant DPKO/DFS counterparts to enhance and support Member States in their pre-deployment training of military and police personnel. ITS produces general and mission-specific pre-deployment peacekeeping training standards, guidance and training materials for military and police personnel; communicates and disseminates materials and guidance to Member States and peacekeeping training institutions (PKTIs); facilitates partnerships and promotes networking amongst Member States and PKTIs. ITS also organizes and provides on-site assistance to Member States and PKTIs through Mobile Training Support Teams and conducts Training Recognition exercises for peacekeeping training provided by external training institutions. The Service also supports UN efforts to build African Union (AU) peacekeeping capability through training advice and assistance. ITS develops and carries out DPKO/DFS Policies and standard operating procedures (SOPs) on Training Support to Member States and Training Recognition. Use of the Member State Peacekeeping Training Community of Practice (MSPKT CoP) greatly assists with this work.

ITS provides works closely with all Integrated Mission Training Centres (IMTCs) and field mission Training Focal Points by providing training advice, materials and assistance. ITS also encourages IMTCs to develop comprehensive mission training plans in order to ensure that priorities, budget provisions and training intiatives are aligned.at Headquarters and in the field. An ITS team in Brindisi delivers Civilian Pre-Deployment Training (CPT) at least two (2) times per month at the United Nations Logistics Base (UNLB) in Brindisi, Italy. Use of the Internal Peacekeeping Training Community of Practice (Internal CoP) greatly assists with this work.

 

ITS delivers and continuously updates the Senior Leadership Programme (SLP) and Senior Mission Leaders (SML) course, as well as the Senior Mission Administration and Resources (SMART) programme. These courses address training needs of those who are responsible for mission management from the highest levels (SRSG, DSRSG, Force Commander or Head of Military Component, Police Commissioner) to Directors and senior managers of substantive and support components.

 

ITS is at the centre of planning and reporting on the training budget for DPKO and DFS, providing programmatic and substantive review of reports, briefing notes, statements and other documents and communications on peacekeeping training. ITS also liaises with other UN-system bodies involved in training activities, such as the Office of Human Resources Management, UNITAR and the UN System Staff College.
